Neil's scenario

Small Iowa district with three principals. MS principal also teaches PE and is 6-8 counselor. HS and elementary principals share curriculum director position.

In June, the MS principal resigns for health reasons (heart) to take a position as a full-time counselor in a local private practice.

Superintendent proposes re-assigning MS principal duties (80 students 8 FTE staff) to elementary principal and full curriculum director position to HS principal. He assures both principals that they will be compensated for this re-assignment -- and that the K-8 position would receive higher compensation. He talks $$, saying that "on-paper" the MS principal was only 1/7 principal with all his other duties. HS and elementary principals respond negatively to the proposed $$ compensation and encourage him to advertise for the vacancy.

No viable applicants surface and at the July meeting, the board assigns the elementary principal the MS responsibilities and the HS principal the full-time curriculum director position. The HS principal is on vacation and one board member is absent so they table compensation recommendation until the August meeting.

At the August meeting, the board again tables compensation talk -- wanting more information on all district employees who will be impacted by this re-alignment. They set a "closed session" to discuss it one week prior to the next board meeting.

Board meets for 30 minutes in closed session before calling in both principals -- who are then informed that they will be receiving zero compensation for this re-assignment of duties. Both principals are somewhat shocked, disappointed, and frustrated. Superintendent denies ever talking compensation for new duties and the board wants to wait until next spring to adjust contracts (if then).
